Per https://learn.microsoft.com/en-us/power-apps/developer/model-driven-apps/clientapi/reference/events and the fact you can add it online, OnReadyStateComplete should be fine but It seems to only be working in legacy interface. On-prem Unified Interface and Dynamics Online both have it adding the function to a load eventlistener but the code is never triggered after the Iframe or even page finishes loading. Is there something I need to enable for the event to trigger? Thanks.
EDIT: Figured it out, if an Iframe has the 'expand to use available space' the JS events will never trigger. So odd.
On further investigation it seems like parameter passing does not work or is changed, has anyone found a way around this?
