Navigation Pane - Window Shortcuts

I have a very strange situation with a user where when they try to launch a window from the Navigation Pane Shortcut, it takes upwards of 45 seconds. When they launch that very same window from the Toolbar or from a Quick link, it comes up immediately. Does anybody have an idea of what could be causing this?

I've already deleted the Auto-Complete entries and that did nothing.
