Insufficient Permissions to Business Process Flow

We have a BPF on the Opportunity entity that is supposed to only be visible to certain Security Roles. However, we are experiencing issues where users with security roles who do not have access to it are not only seeing the Process Flow in the top toolbar in the record but also receiving a popup message stating that they have 'Insufficient Permissions'.

    There doesn't seem to be any rhyme or reason to this. If I open the record and receive the error and then click the up or down arrow to scroll through a few more records and then back, the bpf bar is removed and I don't get the error.
