Failed to load screen layout

I have to create a new screen layout for outside sales. It should be only on the welcome screen. It should have only 3 buttons on it. 

I am following this link:POS user interface visual configurations - Commerce | Dynamics 365 | Microsoft Docs

So I create a button grid with my 3 buttons.

Then I added a screen layout :

I then assign this screen layout to my register under the Display fast tab. My screen layout ID is the sys Admin layout ID. Which works fine.

I replace it with the new custom one to test to see if it works.  We do not assign screen layouts to stores or workers, only to registers. That is why I added it only to my register.

I ran jobs 1060, 1010 and 1090.

But when I clear my history and then sigh in, I get the below error. I looked at the download session files each time and my button grid and screen layout and the change to my register was downloaded to the channel DB. So what step am I missing that I get the below sign in error? I don't see anything in the event viewer. there is no error.

Sign in error:

Failed to load screen layout. One of possible cause can be missing configuration in Headquarter or missing CDX sync for the corresponding data. A screen layout can't be found for the application and device with the information provided (user, register, and store). Layout Id: 110, Resolution: 1920x937 Please close this dialog to clear no longer applicable security context.

Any help is much appreciated.

    Your link is for AX2012, not D365. There is no device type.

    Anyways, I found the problem by looking at the tables in the screen layout form and then looked at what has a value in SSMS and what not. I discovered that my new screen layout was missing the height and width values in the configuration file even though I did add a layout size to the layout s sizes grid.

    The problem in the end was that even though one selected a layout size from the dropdown, doesn't mean there is a design behind it.  The design is not added to the layout size (Retail and commerce > Channel setup > POS Setup > POS > Layout sizes).

    One can select a size from the dropdown, but after adding one to the screen layout, one still has to select it and then in the menu  under the 3 dots, one has to click on the layout designer and add a design.

    Microsoft's document failed to mention this. And there isn't really detailed information on how to go about creating a layout designer. It is more just basics. So I end up exporting an existing one and importing it for my new screen layout's layout design

    While searching for more information about the layout designer I came across this link just now, much more complete than the Microsoft document:

    However it also talk more about the layout design to be for the transaction screen while I want only a welcome screen. This specific design of mine will be used only by users to do inquiries out in the field on their phone/tablet, not adding cart transactions or payments.

    Purpose of a welcome screen according to the Microsoft document:

    "

    The welcome screen can consist of a branding image and button grids that provide access to POS operations. Typically, operations that aren't specific to the current transaction are put on this screen.

    "

    But it seems there is no design for the welcome screen, one has to have a transaction screen design regardless if it will be used.
