Could you please help me with " unable to create subscription transaction due to missing initialization of subscription table" this as I am not able to understand why this error message is coming.

Can you elaborate a bit more? While performing what action are you getting this error?
What are you doing before you get this error? Please share more information with us so that we can try to help you.
I was trying to post the fee adjustment.
Where is that? Can you provide the navigation path from starting screen all the way until the place where this "Fee adjustment posting" happens. Thanks!
Do you know if there's any customization in your system regarding this process?
Go to the project for which you are trying to post fee adjustments, on manage tab > service > service subscriptions.
Create a subscription record and assign the correct subscription group. That will help resolve the issue. System is trying to initialize the record from subscriptions and given there is no record, it error out and the message is what you posted above.

I realized that you tagged AX2009. So above path may not be correct. Basically it's looking for a record in SMASubscriptionTable for the project and when it's not found, it throw the error.

The subscription functionality in AX2009 and AX2012 are basically the same.
Please have a look at the following documentation that specifies the different setups and process steps required for creating subscriptions:

About your fee adjustment posting:
What do you want to post exactly?
Have you already invoiced the subscription fee and want to create a credit note because you charged the customer too much?
This correction can be done either with the adjustment form or through a one time manual posting in a fee journal.
If the adjustment form does not work then a 'quick fix/workaround' is posting a manual adjustment in a fee journal and then creating the credit note for the customer.
