Inter-state GST is not working in AX 2009?

Hello,

I have just setup GST india in AX 2009. when i have making bill in intre-state(U.P. to U.P.)

then it is calculating CGST + SGST tax (which is right). but when i am making bill for inter-state(U.P to Tamilnadu) showing same CGST + SGST but tax is zero also this is wrong there should be only IGST. but this is not coming, any idea where i am missing, if any one did,

Please help me.
