When a workflow is developed, it is the developer (which is Microsoft in this case of PO workflow). A developer decides to keep the scope Global or Legal Entity Specific.
If a workflow is not Global, there is no configuration to change it. Your options include
    1) Customization; create new workflow, which is global
    2) Export the workflow configuration from one entity and import it into others (and thereafter make any necessary changes; if there are any)

Purchase order workflow is legal entity specific by design, so it is not available as shared.
Please tell your business requirement why it is required to do so? In case you are difficulty in maintaining multiple workflows across legal entities, then export and import option is there.

It gives more flexibility in terms of setting up workflow approvals per legal entity.

    Hi Bunny 27,

There is a technical limitation on the workflows. In case the document table is global (data not saved per company), then a workflow can be designed to be global as well. In case data is stored per legal entity, like the purchase orders, then it is not possible to have the workflow configuration global. It should be set up per legal entity.

As a workaround, you can configure it in one legal entity, and via export and import of versions, move it to other legal entities.
