need to flow one document sequentially to a few stakeholders for comments and approval.
And after that another cover page for approval at different level of approval limits.
As long as your approval users have sequentially higher approval limits and the document exceeds those limits (can set to 0, 1, 2, 3; to force the approval chain), you can accomplish this with standard Document Approvals.
