Environments "Not Ready" after 10 hours on new trial account

Does anyone know if it's normal that the environments are /Not Ready/ after 10 hours of waiting on a new trial account?

    I successfully created an env using 22.2.56969.57282 in another market which suggests 22.2.56969.57188 is the problem.
