Is it possible to convert an opportunity back into a lead? The requirement may arise if say funding was lost for an opportunity but in a year or so they may re-look at the same thing or is the only solution to close the opportunity and create an new lead?

you can reopen a lead:

Although, if you qualify it again after that, you'll get another opportunity created in Dynamics (which might be ok, but I'm not sure if that's what you expected). From the process standpoint, it probably makes sense to just close the opportunity (and to "forget" about that lead) once the business has realized it's a lost opportunity.
Whenever the funding is available, you can create a new lead.

You cannot unqualify a lead once it has been qualified.
