Licensing guide says:
"There is a minimum of 20 Microsoft Dynamics 365 for Operations or Plan 2 User SLs and/or equivalent Microsoft Dynamics 365 for Operations Device SLs per tenant. It takes 2.5 Device SLs to equal 1 Dynamics 365 for Operations User SL. For example, a customer could meet the minimum requirement with 10 Dynamics 365 for Operations User SLs and 25 Dynamics 365 for Operations Device SLs. The Microsoft Cloud Solution Provider (CSP) program does not allow for the device equivalent. The CSP minimum is 20 Dynamics 365 for Operations User SLs."

if the user is issuing invoices what type of license needs (and is Plan 2)?

To post invoices you need to have CustInvoiceAccountsReceivable role that is under Operations App SL. You can find this information in Appendix C of license guide.

If you follow all the guidelines in the licensing guide, this role is an Operations app and is part of plan 2. Plan 1 is actually without Operations (previous known as Dynamics AX)

in page 11 of license guide says that Invoices are included in field service SL. That means that can issue Invoice? If yes also Sales Order?

Hi Michalis,
If you asking about Sales Order invoice you should have either enterprise Dynamics 365 for Operations user license that is Operations App SL or have Plan 2 that includes Operations App SL. This document talks about different type of invoices including sales order, project and some invoicing from Dynamics 365 for Sales, so please refer to Appendix C for AX specific roles, duties that they can perform and license required.

As you posted your question in the Microsoft Dynamics AX forum, I assumed you were asking about Operations, not Field Service. Can you otherwise explain a bit more?

It is clear that Operations has all functionality. I try to identify what functionalities (like invoicing, sales order, payments, Journal Entries etc) can be done in other Apps or Team Members (not just read).

In that case the question should be placed in the forum "Microsoft Dynamics 365 Enterprise edition". As you verified this one already and this question was related to minimum required users in the license, it might be better to create a new question in the other forum, where also Microsoft CRM volunteers are monitoring questions.
