Check out the "Overage" setting in POP Setup. If you enable that with 0%, user should not be able to enter a quantity that's more than what he/she has ordered.

I would suggest to first read and understand the concept before you enable that (if it's not already).

The POP setup window has tolerance settings for Non-inventoried items.  The Item Purchasing Window has the tolerance settings per item.  If you check the Overage Tolerance and keept it at 0.00% if a user tries to receive more than that item, they will get the following message:  "You can't enter a quantity greater than the combined total of the Remaining to Receive quantity and the overage tolerance set up for the item."

@Matt: Strangely, it's grouped under "Non-inventoried items", however the setup is for all items, in general.

Hmm, I just tried using the setting on the POP Setup window by checking the Overage checkbox for Qunatity Tolerance and leaving it at 0.00% and I can still over-receive items.  The version I tested this on is GP 2015R2.

@Matt: You're right, it doesn't work as how it is supposed to by definition. Weird.

@Manikandan: I guess, in that case, a custom code block that checks the "Qty Ordered" and see if the user has entered more than that. If so, clear off the field and pop up a message.

That's the only immediate solution that I can think of.
