    If the country is not one of the supported countries, you cannot do that actually.

    Actually, i am trying to use a supported language, and change the caption of this particular language.

    ex: i wanna use ENC which is the code for English Canadian and change the captions for this language to be in Arabic.

    Where Do Business Central store these captions and how to change it through visual studio code?

    This is not an easy task. Installing a custom language pack on a SaaS tenant is not supported at the moment. To translate an entire application to a particular not supported language, you should ask for creating a Localization App:

    docs.microsoft.com/.../readiness-develop-localization

    Otherwise, you can only change captions by creating page extension objects for EVERY object in the system (bad work).
