Create custom form control buttons using Wizard form

We are using the wizard form framework for one of our ISVs.
 
We have a customisation request to create custom form control buttons in the wizard form. This will replace the Previous/Next pages button.
 
Is it possible to create these custom form control buttons in the wizard form? If not, can we customise the wizard form to move the Previous/Next pages button in a different location in the form. Instead of at the bottom, the buttons will be at the top most part of the selection form.
