What you are reading is correct and the master planning team following the partial readiness approach to make the planning optimization supporting all possible scenarios based on a set of internal evaluations and huge work.
You still can get an exception to use the built-in master planning engine (Classic one) if you are running a production environment and you have different scenarios where the planned production orders are generated and it's a must for your business.
Please follow the below diagram to understand and then decide if the exception is required.
