Ribbon Menu not displaying on some menus since upgrading from 8.2 on premise to 9

This may have been given a definitive answer in another thread, but I've been unable to find a solution.

We upgraded a client from 8.2 on prem to 9 and since doing so they have no ribbon menu in some entities.  Ones spotted so far are on User, Mailbox and Goals.

The missing menu means that they can't create a new record or modify an existing, as no ribbon menu is available, no save etc.

The only workaround I found for "User" was to go into Developer tools in IE and change the emulation to IE 11.  This hasn't resolved the issue for Goals however and even then isn't a satisfactory permanent solution.

If there is a patch to resolve this that would be great.

Any help appreciated.

    I faced this with few entities, I had to use the Ribbon Workbench to unhide those hidden buttons.

    Thanks Omar.  I have no menu at all, was that the issue for you, or did you just have missing menu options?

    Oh, I miss understood then, I had missing options only. Are you on the new interface in V9 or not?

    No they are still on the classic interface, although work will be done in the next few months to create a new App.  It wasn't an issue when it was noticed on Users, but more of a problem now they can't create/update goals.  It is just blank at the top of the screen.  If I use the fix above by changing the browser version it refreshes and draws a menu, but have noticed that although it is OK for User, it isn't resolving (albeit temporary) the Goals screen.

    I assume you are running latest version of IE, I know you may not be able to use another browser for corporate reasons, but does the same problem appear on Chrome?

    I have tried in Chrome, Edge and IE.  I get the issue in all browsers and I can only get the temporary fix to "work" in IE.

    This sounds so weired, but please publish your customization again, seems like other people face similar issues (and the last one in this thread is on v9), I really think a ticket to MSFT support is your best option

    Thanks for the link.  Yes that sounds totally the same, and some of these are so old that I am surprised it is still happening.  I will try publishing all, although as this is happening in 3 environments I'm unsure that would make a difference.  I will also try creating a new form and publishing in their dev environment to see whether that helps.
