cant get budget control to work on requisitions

currently testing use of budget control for one main account with one dimension.  Have been through all the budget control parameters and ticked the source documents for Rq'n, PO and Invoice.  ticked all boxes in the 'amounts to subtract' column of budget funds available page.  still lets me raise a requisition and PO no problem despite being over budget.  If I click the 'perform budget check' button on the Requisition, it flickers but I can't see if it did anything.  Also budget warnings and messages button gives me blank page.  using AX2012R3

What did I miss anyone?
