We are running the process to import cash receipts and receiving an error "cannot access this report because the dictionary containing it is not loaded" . The report that is not generating is called the Cash Receipt Import Process Report. This report is not a modified report.
Go into Tools->Setup->System->Alternate Forms and Reports. Under sales find this report. Most likely nothing is checked. Check the default report.
You might find that the report is an alternate report and the product dictionary is not installed.
Make sure you are using a machine with all products and customizations installed.
Then run Tools >> Utilities >> System >> Reconcile on the Security Assignment Alternate/Modified Operations, it will remove references to products that are no installed.
