Is there a third party program out there that will import purchase orders and post it to encumbrances. I recently discovered another bug in GP where if you use Integration manager to import Purchase orders it does not update Encumbrances.

That is not a bug with IM but yet a product limitation. Have you entered a product suggestion? Development cannot add new features that customers want if they don't receive feedback.
