You may want to have a look under this menu :
Open the Human Resources Preferences window.
(Administration >> Setup >> System >> Human Resources Preferences)

I've never seen that pop-up, because in our system it's disabled..
Test this out maybe in a TEST company 1st.. Ask around who enabled it and why.

For some reason your picture didn't make it to the original post. .can you please re-insert it by using the forum 'insert' picture ? maybe you just pasted it into the editor.. this doesn't always work.
