
Is it worth importing a list of 1000-4000 leads into dynamics crm if I am going to be cold calling them. Or is it just better to work off excel and add leads I make contact with. What is going to be the best workflows and processes to set up.

In my opinion is good practise import all data. CRM born for this scope... manage the relations with customers. If you have all contacts in a single point you can perform many operations over this which marketing list, campaign, goals ecc. Furthermore, by exploiting the qualified concept to contacts from lead it will be how to import a contact at a time. So at the end in contact view you will have all qualified contacts to works.
Finally the main operation could be in your interest is Convert function.
