is it possible to find a contact which is connected with some browser cookie via API in Dynamics 365 for Marketing?

    Please check that whether Personalized Page would meet your requirement:

    https://docs.microsoft.com/en-us/dynamics365/marketing/personalized-page-content

    Moreover, we can detect the browser the contact is using via User Agent:

    https://developer.mozilla.org/en-US/docs/Web/HTTP/Browser_detection_using_the_user_agent
