I'm having problem with the 2017 Year End Update on a stand alone version of Dynamics 2015. I downloaded and installed MicrosoftDynamicsGP14-KB4046338-ENU.msp. It appeared to install correctly. I get the Installation Complete (The installation of Desterity Shared components 14.0 (64-bit) is complete.
The problem is that when I launch Dynamics GP I don't get the message forcing me to launch utilities and therefore updating the tables. Dynamics GP launches in the same version it was before I installed the update (14.00.1010)
I changed the Synchronize=FALSE to TRUE but the old version still launches.
Does anyone have any ideas?

Thank you so much for your suggestion to reinstall the 2015 Code. I installed the 2015 R2 Code and the 2017 YE Update and it behaved as it should have. Required that I launch utilities and the tables updated.

I would check to see if you are using the default locations for the GP code. C:\Program Files (x86)\Microsoft Dynamics\GP 2015. You could even follow Derek's expert advice and uninstall GP and choose a different location outside of C:\Program Files (x86).

It may be possible the DynUtils.dic didn't get upgraded but the Dynamics.dic did, so that when you launch the Dynamics GP application, it sees that the dictionary file versions are higher than what the system tables are and need to be upgraded, but when you launch GP Utilities and because the DynUtils.dic hasn't been upgraded, it still matches what is showing in the system tables, thus it doesn't see anything needs to be upgraded.
Try renaming the DynUtils.dic to be OLDDynUtils.dic, then run a Repair against the install of Dynamics GP you're launching Utilities from, which should create a new DynUtils.dic at the updated version. When you launch GP Utilities again, does it show the old or new version in the bottom left-hand corner of the Welcome window?
If it still shows the old version, then you may need to completely uninstall and reinstall Dynamics GP 2015 at the year-end update and then use that.
In the GP 2015 R2 DVD, if you replace the present .MSP file in the 'Updates' sub-folder with the MicrosoftDynamicsGP14-KB4046338-ENU.msp you're updating to, you can use the DVD to install directly at the newer version.

So, since there are no w-2 changes this year do you know what would happen if I closed the year without the year end update installed?
I do have full control of the GP directory. I am logged in as administrator (the only user created) It is a stand alone installation so there is no domain.
Do you have full control of the GP program folder? Are you logged in as the local admin or the domain admin?
Thanks Richard but I am logged in as an administrator. They do have Norton installed so maybe it's a Norton thing?
Sounds like a permission problem. Make sure you launch the upgrade as an administrator or be logged in as an administrator.
