There is no such option available in GP 2015. Only Excel paste available in GL Transaction Entry window since the version GP 2013 R2.
If you have licence for Integration Manager, you can use IM to import the data from Excel to GP.

This feature is not yet available in GP 2015. You can go through following PDFs for full description on it.
Another option that you may want to consider is Smartconnect. They have an excel add-in that allows pushing all kinds of documents from Excel into GP. You create the integration map in Smartconnect and then create an Excel template for the push document. Entries are loaded into Excel and via the add-in pushed through web services into GP. I have a customer who uses it for the GL entries (they are on GP2010 and use Nolan Intercompany). I created a custom econnect node that allows them to include their intercompany entries on their spreadsheet. It has saved them 20 hours per month in their month end close process.
Definitely you are right Harry. Choosing the right tool(s) for the job depends on the user's needs.

I wanted to encourage spauldeagle to investigate whether or not TitaniumGP was right for their needs, as the original post seems to indicate importing payroll data to the vendor database (I am wondering if this is for employee reimbursement, but it seems unclear). It could just be a typo.
According to TitaniumGP's documentation, pasting from Excel to GP is supported for Vendor Masters, Vendor Addresses, Payables Transactions, Manaul Payments and Employee Master Records.
This is the only tool I am aware of that is in the ballpark for Excel Cut/Paste functionality. Perhaps it will work, perhaps not. It is also possible, TitaniumGP is working on other integration points.
Are you licensed for Integration Manager? If so you can import your employees as vendors.
TitaniumGP Copy and Paste is interesting tool, but unfortunately it doesn't support Payroll neither vendors.
I have just checked GP 2015 R2 and couldn't find any Excel import tool for payroll.

I am not sure exactly what you're trying to accomplish, but you may want to take a look at TitaniumGP's Copy / Paste feature for Excel.
I don't think such feature exist in GP 2015 so far. Follow this link to see what you'll get with 2015.
