Every D365FO implementation comes with a support plan by default. This can be accessed with the client O365 account used to purchase the license. However you can purchase additional support plans.

Yes, the license contains support. However, you would need to have an azure project, which your user account is part of, configured in your LCS project settings.
I have checked the SupportCases. All cases was created by Partner account. The question is, how can we add an Supportplan in LCS. We dont need a partner actually.
In the past we have create support tickets for this project. At the moment we are not working with a partner.
We have full User Licences. Does the Licence not contains the support?
Have you been able to create support ticket in the past for the same project ? If no, you might not have a support plan attached. You should consider reaching out to your partner.
