Adding Arabic Language Module

Hello there

I have checked the predefined language sets for Dynamics NAV on Microsoft site, and the Arabic Language is not one of them. Although, I have read that it is possible to export the strings of the system, translate them and re-import the language. The preferred result is to have Dynamics NAV in two languages, English and Arabic.

Can you please assist me on how to achieve this technically, I appreciate complete illustration on how to achieve this task, in order to provide it to the development team. Links, videos or related technical articles are highly appreciated,
