In my purchase order i have an item which is tagged to storage dimension group which has license plate dimension enabled. However on my order line it is disabled(inActive) as shown below
1. License plate enabled
2. Storage dimension is set on the item
3. License plate dimension is disabled.
4. Code that disables the dimension
is there a different process through which we can put value on license plate.I read it can be filled during receipt.

Your storage dimension group indicates that you are using 'Warehouse management processes'. And this is the only way to enable the LP dimension.
When you are using WHS processes, you would normally set the LP by doing a receipt process on the Warehouse Mobile Device. This requires some configuration in the Warehouse module.
You could set the LP without using a Mobile Device, for example by using Purchase order Line Registration, or the Item arrival functionality, but you would still need some config in the Warehouse module (for example, the Warehouse should also be enabled for Warehouse management processes, and your Location should have a Location profile which is enabled for License plate tracking).
