I tried provisioning a new environment for a client, But I don't see the option to create in Africa (South Africa) is there something else we should be considering?

Do you see any option for the Region ZAF? It think the URL should be something like 'https://<xxx..crm14.dynamics.com'.

Hey!

I think ZAF (South Africa) is a restricted region. It has several prerequisites and requires that customer reaches Microsoft Representatives in order to sign some agreements.
