OrgDBOrgSettings Tool - Where is it (CRM 2011)???

I'm looking to update our onpremise CRM2011 system (on RU6) to RU13. In the installation guide there are some fixes which is suggests you apply. One is adding the OrgDBOrgSettings tool and applying some settings.

I have inherited this system and wanted to check if it was already installed but can't find it. To help, we have a 3 stack server setup (for live and test) of a database, application and web server.

So basicaly:

1) how do i find if this has already been installed?

2) if not, how can i install it? Please don't attach generic link to MS Download Centre as i have already been there to search and its not there (which makes me think its just included in the RUs somehow.

Any help massively appreciated.

I see, didnt realise codeplex was a part of MS. do you know if downloading this tool makes any changes to your CRM settings once applied (says it is downloaded as a Solution into the web client)?

i thought this was an MS product a it is meantioned in their KBs. can you confirm?
