Some fields on form not prefilling with user data

We have a number of different forms that our company uses. Ordinarily prefilling has worked fine but for this one form it doesn't.

The forms has a number of fields included, some are mapped to contact entity and some are mapped to lead entity. Users are sent an email via a journey, however only the fields mapped to contacts are displaying with prefilled user data, why would this happen? The form is set to allow prefill, the users have data associated to these fields, and each field on the form has prefill enabled. Yet still the form largely appears blank except for first and last name mapped to the contact. 

Is this a bug or is prefill not designed to work with data associated with leads?

    Our team analyzed your issue and we this issue might be due to the fact that you didn't select /updateleads/ while setting up the OBM form, according to the official documentation if you don't select this option you won't be able to update the leads.

    This isn't the issue. I have selected update contacts and leads when setting up the form. 



    Prefill fields is also set to yes
