I have created customer journey for our internal (Transactional) email, but I am receiving an error/warnings. Why am I receiving this error? Can anyone advise me how to fix the error? Thank you.

When you send Transactional email by customer journey, you would get this warning. Since transactional email can not include promotional content and usually are considered personal communications. And if you contacts in the segment don't allow to send bulk email, the email would not be sent.
So if you make sure you want to send transactional email and the email content is applied for all relevant laws of those countries, just ignore it and send it.
