Email triggered by workflow errors that "The e-mail must have at least one recipient before it can be sent"

Hi,

I am trying to trigger an email in a case management scenario where:

If the case is not assigned (ie no owner) and a portal comment activity is saved, an email is triggered to the account manager of the customer/account. The account manager (user lookup) is specified in the account record. The case management has details of the contact that raised the case as well as the account the contact is attached to.

Error msg I received:

If i took out the account manager value and put in my user, the email is triggered. I am not sure why it is complaining that there is no recipient when the account manager lookup is a user with a valid email address.
