Who can add users in D3FO? How it's authenticated that the new which going to add is valid or not?

Anyway users are validated again AAD i.e Azure Active Directory and the user/admin who has subscription for first time provides access to other users.

D365 admin only can import or users, taking in your considerations , users must be created in Azure AD First
