Using custom workflow for event registration after billing need to create account and contact records on demand workflow trigger in market module(atleast 2 records need to create)

Could you share me your requirement with more details?
In my opinion, an event registration will be associated with a contact, if the contact not exists in system, then the record will be created automatically.
You can build a workflow which targets at contact and trigger it when record is created,
add check condition that when Origin Event field contains data, then create a new account from contact context.
I think the workflow wouldn't be on-demand due to you would like to create 2 records at same time.
If you enabled 2020 wave 1 early access for your application, then you can create custom event registration form with more fields to map.
