Is MS Dynamics GP 10.0 the same as MS Dynamics GP 2010?

Absolutely not the same, two different versions
GP 10 is GP 10
GP 2010 is GP 11
GP 2013 is GP 12
Plus there are service packs within each major release. Please consult your partner when doing any installations and upgrades. The server and your workstations need to be on the same release.
