D365FO: Maintain security configuration consistency across multiple environments

Is anyone able to advise on a best practice process for maintaining a consistent (identical) security configuration for roles, duties, and privileges across multiple environments (UAT/Prod)? Can someone point me to any MS info on the subject?

Should one environment become the "master" where editing is made and tested, and then exported/imported into other environments?

Are there any issues with "overwriting" a previously imported security config with a new XML (with the same role/dury/privilege ref id)? I don't want duplicates.
