Flow keeps triggering even if the flows is turned off

I have experienced multiple times that an IOM provider flow can keep triggering itself over and over again.

I have made an IOM provider flow that has a manual trigger so I can use it for test. 

Sometimes after I have triggered the flow, it just keeps re-triggering, even if I turn off the flow.

Only after I remove the provider it will stop.

Has anyone else experienced this??
