I am trying to activate the store . I have a device that is enabled and have run all the scripts. Not sure what I am missing.

    Check the event Log there will be a detailed error message, if you cannot understand paste it so someone able to help you out. the error in the screenshot not giving much information about the underlaying issue.

    I've faced a similar error recently and it was due to RTS went down.  You can try doing a healthcheck and figure the root cause of this issue.
