Email Send As/Send On Behalf

We have a system process that needs to send email's as other users. Is there a way to delegate this permission globally? Or does each user have to go into their personal settings in Dynamics and change the setting?

I recall using "Level Up for Dynamics 365" which is an extension for Chrome(probably for Edge as well) to configure this exact setting for all users in one go, but I would assume XrmToolBox has a way(tool) for it to.

So any of these two.

Hi JFulfordMS - Looks like XrmToolbox - User Settings Utility has the capability to run this centrally. Looking at it as we speak.
