Licensing for eConnect and GP Webservices

I have a long time Great Plains client (currently on GP18.3) that is looking to build an integration to their POS system.  In reviewing the client's license they have the Extended Pack and the Starter Pack.  They do not have the customization pack.
 
Would they still be able to implement GP Webservices and the EConnect service?  We are looking at using SmartConnect and their GP adapter.  But the adapter relies on both e-Connect and GP Webservices.
 
Please advise.  Look forward to a response.

    Yes, they can still install GP Web Services and eConnect. The customization pack is not required for either.
