Hi,
Normally I use export to excel online and make changes then import these changes back into dynamics 365 but it doesn't work anymore and it detects 0 changes, then randomly it would work. It only works about 1 10th of the time and sometimes works for 1 or 2 changes instead of 50+. Basically it doesn't detect any changes at all and thinks there is 0 imports.
Any help would be much appreciated.

You are correct that the modified date comes in a mm/dd/yyyy format while here in Australia we use dd/mm/yyyy. Am unsure of how to change this as my timezone is set to my location.
Could you check user time zone for the user who does the import? If says 0 import, means it did not detect any changes, could it be the modified on date and actual user timezon difference causing the issue?

Does your Excel file has hidden columns with record GUID and Checksum? I think there should be about three columns hidden
