I want to activate the budget on Inventory purchase hence mapping the hence activated the budget on account 600180 code if account structure Manufacturing India which is mapped to the item group RM under Purchase order with posting Type "Cost of purchased materials invoiced".
Can anyone confirm if this is the right approach and the budget check is not getting performed.

I assume that you are trying to setup things in the MS Contoso environments where account 600180 is setup.
If you want to control how many raw materials are purchased I would expect that a budget is recorded for the inventory account 140100 as an example.
Have you tried doing that?

Account 600180 doesn't seems to me an Inventory account series. You better try to define the budget on account '140100" as ludwig suggested that basically should be an Asset account.
Just thinking loudly, what is the requirement to activate the budget on Inventory RM account? Are you in manufacturing business model?
