For the personalization on D365 views, are there any duties or privileges that I can assign to my Customer service Manager, so that he can manage the views. I do not want to give him all the system admin access, but just want to add that specific duty or privilege to the customer manager role, so that he can publish the views without having system admin access.

I would say create a role and play with the privileges on the "Customization" tab - those privileges should enable users to work with views.
