I have been advised that normal practice at our company is for all new projects to go through a code review using something called Sonarqube.
For our D365 Fin Ops project the vendor advises that there is absolutely no value in trying to use something like Sonarqube or equivalent, because the code is completely locked down by Microsoft.
is someone able to give me a second opinion on this?

It is not because of locked coding. Sonarqube or any other third-party tool is not aware of the x++ code language. For that reason, the tool can't help here.
When you build your Dynamics 365 model(s), you can enable certain code quality checks, like best practice checks and more advanced Socratex and Appchecker checks.
