BC Online to On-Prem?

I know that BC users can migrate from OnPrem to Online & alternatively the BC Online license includes BC use rights. 
 
My questions are:
 
1. Per pg.10 of the BC OnPrem Licensing Guide, does the following sentence mean that a customer cannot use a BC Online license to access BC OnPrem?  
               
/Dynamics 365 Business Central CALs (on-premises) have no reciprocal rights to access functionality provided exclusively to Dynamics 365 SLs, nor do Dual Use Rights imply equivalent capabilities between Dynamics CALs and Dynamics 365 SLs./
 
 
2.  If a customer currently has BC Online and they now want BC OnPrem, is my understanding correct in that they'd need to purchase the applicable Server/CAL licenses?

    This question is regarding the business central license, it is highly recommended that you contact Microsoft License team for further guidance.

    Hi,  I think what the document means is that Windows Server Client Access License (CAL) subscription and licenses (SLs) are not included in the BC Dual License. Because BC SaaS does not require server and other subscription licenses, but On-Pre is different. I suggest you generate a Dual License and test it. If you still have problems, it is recommended to submit an SR to Microsoft, which is the most accurate.

    Hello, good morning
    If the customer wishes to work on an on premise implementation they should identify that Microsoft plans to end the sale of perpetual licenses for on-premise versions of Microsoft Dynamics Business Central in October 2025. This means that from 2025 BC will only be available under a subscription or SaaS (software as a service) model. In addition they have increased the price of on premise licenses and BREP by %. 
    And as you rightly point out you have to evaluate the amount of objects involved in your extensions to acquire those objects, so your license would support these developments.
