Conditional logic for applying field level security

I'm working with a European client on a data compliance/privacy use case. 

For a field on a specific Contact record, if a Privacy flag/field = False, the user should see the data for that field in the UI. 

If the flag/field = True, then the field on a specific Contact should be secure and data for that field should not be visible to the same user. 

Is this possible? The implication is that let's say for Record A the field is visible to "Joe User", but then that same field is not visible for Record B for "Joe User".
