I have lost my all custom models from dev environment, is it possible to get them back. We are not using VSTS.

I'm afraid you don't have too many options, if you're using a virtual machine you can try locating a restoration save point prior to the time you lost all your personalizations
Maybe you have them in the recycle bin. If they are not there you could try to restore a backup. But you don't have many more options...

If there is no backup, you would have to recreate the customization. Ensure that you, from now on, will use a repository for your source code. Unfortunately, you are not the first one losing the models, and I'm afraid you are also not the last one. If you have the compiled binaries, you can use a decompile tool to have some guidance, but it will not fully restore the source code.
