As you can see in the picture i received the 500 Error. Most of the time this error occurred due to time zone
But in this environment it give 500 error after 5:00 PM UTC (Coordinated universal time) every day.'
I do not know what happened and after 5:00AM UTC (Coordinated Universal Time) i refresh the environment and is working fine till the 5:00PM.
If that's a cloud hosted environment it likely shuts down automatically at 5 PM daily.
Yes its cloud hosted environment but VM is running and the URL throw a error of 500.
You may have multiple issues with this box then. The 5:00 daily access error is most likely because it's shutting down then. You might need to restart the IIS.
its a new VM and i try the solution of reset iis but it didn't work.

Is this a standard environment or did you add customizations or ISV solutions to this VM? Are there some updates installed? Are there some tasks installed on this VM which could be the culprit?
Looking at the URL, it looks like a local DEV box, not a cloud hosted instance. Apart from automatic shut down of the VM on Azure, I never experienced this error to start daily at a specific time.
When you have no idea what's going on, the best approach is collecting more information.
First of all, make sure that the web server is running. Then look into event logs. I would start with AX System Runtime logs. I also typically create a view with all F&O errors in last day or so.
