Shall we create a journal name to enter a purchase price for an item in 2012 ?

No there is no need to create a journal name to enter the purchase price for an item. the best why to set a purchase price for item, is to define the the Purchase price in the release product "purchase" tab

To get a different purchase price per vendor, you could use Trade agreements, or Purchase agreements.

Hello,
for cresting a Trade agreement below setup are required:
- price & Discount Activation in Procurement & Sourcing/Setups/Prices /discount
- price & discount Setups in Procurement & Sourcing/Setups/Prices /discount
- Assigning Price/discount groups to Items & Vendors (if group prices are applicable.) (items Detailed page / Vendor detailed page)
- journal name
for creating a purchase agreement below setup are required:
- Purchase Agreement classification in Procurement & Sourcing/Setups/Prices /discount
- Purchase Agreement Sequence number (for automatic Sequence number)
