Ribbon/Command SplitButton and Flyout criteria

I've added both of these items to a command bar in one of my forms. For the life of me I cannot get the dropdown items to be in an Enabled state. Is there a set list of criteria necessary for these items to become enabled?

I've tried adding both a URL and JavaScript command action to each item. I can confirm these commands work because they function properly via a normal button but nothing will work with either of these controls.

Any guidance would be appreciated.

    Make sure they have a command assigned to them.  You can assign displayrules / enablerules to commands.

    Also make sure they are under a MenuSectionControl.

    You do not need display or enable rules - only a command linked to the button.

    Sometimes the commands do not get publishes so you have to publish again or wait for the cache to clear.
